Adults who didn't finish high school in the US and who left formal education
at age 16 (UK) are the subjects of a just released study comparing Portland,
Oregon and London, England entitled The Digital Divide: Computer Use, Basic
Skills and Employment.
John Brynner, Steve Reder, Samantha Parsons and Clare Strawn untangle the
relationships between literacy proficiency, ICT use, and employment
opportunities by analyzing change over two points in time, 2000 and 2004.
The principle finding is that employment and ICT use in 2000 positively
influence literacy development by 2004. Literacy proficiency did not
significantly impact technology use.
